The Charleston Regional Resource Recovery Authority (CRRRA) is a Joint System that was formed by Charleston Water System (CWS), Mount Pleasant Waterworks (MPW), and the North Charleston Sewer District (NCSD) in August 2022.

The purpose of the CRRRA is to develop transformative and triple-bottom-line solutions that provide a regional benefit for the near- and long-term. The CRRRA intends to diversify disposal options and reduce biosolids management costs for the Charleston County community by implementing a sustainable and reliable solution for the reuse of biosolids as alternatives to landfill disposal and privately-owned management. In the near-term, the CRRRA intends to own and operate a regional biosolids treatment facility to produce a Class A EQ compost for beneficial reuse.
